Online bids can be electronically submitted by firms through DCAMM's E-Bid Room website. Downloadable bid documents, including plans, specifications and now, the E-Bid bidding forms, will be available to DCAMM verified firms for selected projects on the E-Bid Room website. For DCAMM E-Bid Room access, firms must first submit a request to DCAMM for E-Bid Room verificationwhich appears on DCAMM's website www.mass.gov/dcamm/bid-room-verification. Firms must then register with the host vendor, Bid Express https://www.bidexpress.com/businesses/10279/home
and advise DCAMM's Bid Room they have done so. Detailed information on DCAMM verification and E-Bid Room registration processes are available on DCAMM's website www.mass.gov/dcamm/bids.
Paper bids will still be accepted during the transition
Initially, as DCAMM transitions to submission of bids through the E-Bid Room, DCAMM will continue to accept hard copy bids as has been prior practice, along with those bids submitted electronically through the E-Bid Room. It is important to note that DCAMM will phase out accepting hard copies over time and will move to require the submission of all bids through the E-Bid Room.
Your bids are secure
Please be assured that your on-line bids are secure. Only a firm submitting a bid can access that bid prior to the bid submission deadline. It cannot be accessed by DCAMM, or any other party until after the bid submission deadline has passed.
Access and submission of bids at no cost
Prime bidders and filed sub-bid/trade bidders can access project bid documents and submit bids electronically through the E-Bid Room at no cost to the bidders. General bids will be submitted on the project's primary E-Bid Room page, the page that contains the bid documents, plan holders list, and addendum. Sub-bids/trade bids will be submitted on a parallel page for the project created exclusively for submission by filed sub-bid/trade bids. Completing the E-Bid bid forms requires the bidder to fill in the same fields they currently complete on a paper bid form. Submission of Certificates of Eligibility, Update Statements and Bid Bonds will require bidders to scan those documents into their E-Bid submission and provide the original bid bond to DCAMM within 48 hours.
