Nonresidential Construction Spending Decreases 0.5% in April, Says ABC

WASHINGTON, June 1—National nonresidential construction spending declined 0.5% in April, according to an Associated Builders and Contractors analysis of data published today by the U.S. Census Bureau. On a seasonally adjusted annualized basis, nonresidential spending totaled $786.2 billion for the month. Spending was down on a monthly basis in nine of 16 nonresidential subcategories. Both private and public nonresidential construction spending were down 0.5% for the month. “The fact that nonresidential construction spending continues to decline is no surprise whatsoever,” said ABC Chief Economist Anirban Basu. “Many factors are at work, including the historic lag between broader economic recovery and the onset of persistent recovery in nonresidential construction. In other words, nonresidential spending levels reflect what the broader economy looked like about a year ago. A year ago, the economy was in dire shape. “There’s more,” said Basu. “Conven ...

Governor Veto's PLA from Holyoke Soldiers Home Bill

OFFICE  OF  THE  GOVERNOR COMMONWEALTH OF  MASSACHUSETTS STATE HOUSE • BOSTON, MA 02133 (617) 725-4000     To the Honorable Senate and House of Representatives: Pursuant to Section 5 of Article LXIII, as amended by Article XC, Section 4 of the amendments to the Constitution, I am today signing House Bill 3770, "An Act Financing the Reconstruction of the Soldiers' Home in Holyoke," and vetoing Section 5 as noted below. As you know, it is imperative that the reconstruction of the Soldiers' Home in Holyoke take place as soon as possible. Massachusetts veterans need and deserve a home that fully provides for their health, safety, and comfort. For that reason, my Administration sought a federal grant that would provide a reimbursement to the Commonwealth of 65% of the cost to build a new long-term care facility. We have an opportunity, right now, to provide this for those who served to protect the Commonwealth and the United States. ...

ABC Fights Addition of PLA to Bill Funding Reconstruction of New Holyoke Soldiers Home

Boston Herald Editorial Calls Attention to Minority Participation Concerns    ABC MA is fighting to remove a project labor agreement (PLA) that has been added to bonding legislation to finance the construction of a new Holyoke Soldiers Home (H 3701).   Recent developments include the Boston Herald publishing an op-ed on 4/16  highlighting the impact of the PLA on minority participation as the bill moves to the Senate after initial passage in the House.   ABC strongly supports the reconstruction of the Holyoke Soldiers home but believes it should be done without a PLA.  PLAs require that all labor must come from the unions, which effectively shuts out open shop contractors.  According to unionstats.com, in 2020 the Massachusetts construction workforce was 83.5 percent non-union.  ABC strongly opposes PLAs as discriminatory and costly due to their limiting open shop competition.     The Herald editor ...

April 2021 Chairman's Message

President Biden has sent clear signals that he supports union-only policies for our industry, and the signals have emboldened construction unions here and around the country. The latest local example is the building of a new Holyoke Soldiers Home. You might remember that the Soldiers Home was in the headlines at the beginning of the pandemic last year, when a COVID outbreak tragically took the lives of 77 veterans. Now a new Soldiers Home needs to be built and the legislation to do so is on a fast track so it can be signed in time to take advantage of a federal Veterans Administration matching grant that will soon expire.Despite the need to act quickly, a state legislative committee slapped a last-minute project labor agreement on the legislation. PLAs require that all labor on a project come from unions. Since well over 80 percent of Massachusetts construction workers choose not to affiliate with union, the amendment would prohibit more than four out of every five Massachusetts construction workers from wo ...
